The Climate Investment Funds and the World Bank Group’s Climate Change Group and Carbon Finance-Assist program collaborated on an e-learning course on Investment Planning Towards Low Emissions Development.
This course compiled knowledge and lessons learned during the design and implementation of investment plans funded through the CIF’s Clean Technology Fund (CTF) and the Scaling Up Renewable Energy in Low Income Countries Program (SREP).
Target audience: The course targeted government policy-makers and planners, and provides practical guidance on how to plan, develop, and implement a low emissions investment plan, including managing a pipeline of investment projects. The course was intended to be especially useful for officials from the 14 new countries invited to prepare SREP investment plans. It also served as a valuable resource for policy-makers developing nationally appropriate mitigation actions (NAMAs) and other strategic plans for the use of mitigation finance.
Objective: The course will equip policymakers and practitioners with knowledge to draft a low emissions investment plan, including:
Preparing an overall investment strategy to achieve national goals related to climate change and energy security
Launching a national dialogue to shape the plan and ensure public participation
Scoping and prioritizing specific investments to meet those objectives, focusing on sectoral issues (energy, transport, industry)
Selecting and establishing the appropriate financial instruments
Effectively mobilizing private sector investment to scale up low carbon technologies
Undertaking the appropriate underlying technical, economic and financial analyses
Monitoring, evaluating and learning from results
Practical information: The first facilitated offering of the course will take place from December 1-12, 2014 with participation capped at 75 persons.
