Emmanuel Kouadio is currently leading the programmatic monitoring and evaluation system of the Pilot Program for Climate Resilience (PPCR) and is also supervising the design and operationalization of the monitoring and evaluation system for the Forest Investment Program (FIP).
Before Joining the CIF, Emmanuel worked for the Independent Development Evaluation (IDEV) of the African Development Bank (AfDB) where he was involved in various Evaluations: project, thematic, corporate, for both public and private sector operations. He also worked as a Senior Research Officer in the Budget and Finances Department of the Ministry of Economy and Finance of Cote d’Ivoire.
Emmanuel has over 10 years of experience at both national and international level in strategic planning, program design, research, and monitoring and evaluation of various development projects and programs with a recent focus on climate xhange. He recently co-authored an article in the “New Dimensions in Evaluation” (the Journal of the American Evaluation Association) to shed light on the PPCR M&E Experience. He holds a Master’s Degree in International Development Studies from the National Graduate Institute for Policy Studies (GRIPS), Tokyo-Japan, a Master’s of Degree in Applied Statistics from the National Graduate School of Statistics and Applied Economics (ENSEA), and a Master’s Degree in Economics from University of Abidjan, Cote d’Ivoire.
