The FIP Indigenous Peoples and Local Communities Dedicated Initiative

 

INTRODUCTION: 

Indigenous peoples groups and local communities are at the heart of sustaining forests and play a crucial role in addressing REDD+.  Their full and effective participation depends on the capacity to play an active role in national REDD+ discussions. The FIP process includes indigenous peoples groups and local community from the beginning by consulting them on priority areas of action linked to forest landscapes and REDD + and offers support to their forest stewardship roles and traditional forest management systems. The FIP Dedicated Grant Mechanism for Indigenous Peoples and Local Communities has been established to provide the communities in the eight FIP pilot countries a financing and learning mechanisms to support their participation in and complement the FIP investment programs and projects.

Innovative grant program helps communities fight forest loss (World Bank, March 31, 2015) 
The new Dedicated Grant Mechanism (DGM), designed by and for those communities and financed by the Forest Investment Program, puts Indigenous Peoples and local communities in charge of design and funding decisions for projects that fight forest loss.

Saweto, Living Memory 

In recognition of the crucial role of indigenous communities in protecting and conserving Amazonian rainforests in Peru, the World Bank via a $5.5 million program funded by the FIP's Dedicated Grant Mechanism for Indigenous Peoples and Local Communities, is working in partnership with communities of the Peruvian Amazon to strengthen indigenous capacity and governance in land titling and forest management, along with a focus on gender equality. The program has identified 20 million hectares of land that need titling and community-based services that support sustainable forest management. A National Steering Committee composed of members from large national Amazon indigenous organizations AIDESEP and CONAP has been established to develop the project with the World Bank, and the World Wildlife Fund-Peru has been selected as executive agency. Indonesia - July 4-5, 2014

National processes for the preparation of DGM in Indonesia have successfully conducted. As agreed in national level, the Community Chamber of the National Forestry Council (DKN – Dewan Kehutanan Nasional) has facilitated the process of the selection of the National Steering Committee (NSC) of DGM. Since March 2014, 7 (seven) Regional Meetings for Indigenous Peoples and Local Communities were conducted until 20 June 2014, plus 1 National Meeting specifically for Indigenous Women and Women Representative from Local Communities. The regions were: Sumatera, Papua, Kalimantan, Maluku, Java, Sulawesi, Bali-Nusa Tenggara and 1 National Meeting specifically for Indigenous Women and Local Communities. Indonesia - June 27, 2013

Indonesia is becoming an important part of the negotiation on Forest Investment Program or FIP). FIP is one of the fast track climates financing to support the efforts of developing countries in overcoming the basic cause of deforestation and forest degradation. FIP is also financing the public and private investment to reduce emission from deforestation and forest degradation, to increase forest management sustainably and refinement the carbon stocks as well as climate change by still giving conservation benefit of natural diversity, poverty reduction, and better livelihood. Summary of Discussion

Peru - March 19, 2013

On March 19, 2013 a meeting was convened by the Vice Ministry of Interculturality in the Ministry of Culture, with participation from other government officials in the Ministries of Environment, Economy, Energy and Mines and Agriculture and other relevant stakeholders including indigenous peoples groups and local communities. At this meeting participants discussed the process for establishing the National Steering Committee for the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities in Peru. Another meeting was held on March 27, 2013, in which AIDESEP and CONAP came to an agreement regarding, among other things, the members who will sit on the National Steering Committee for the DGM in Peru. Brazil - February 5-7, 2013

The consultation convened thirty representatives of Indigenous Peoples and Traditional Communities from the Cerrado biome, including the Bakairi, Bororo, Chiquitano, Enawene Nawe, Guarani Kaiowa, Kadiwéu, Manoki Irantxe, Miky, Nambiquara, Ofaye Xavante, Paresi, Terena, Umutina, Xavante and Xerente indigenous groups. Istanbul, Turkey - November 5, 2012

During its meeting in November 2012, the FIP Sub-Committee requested an update on implementation progress of the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities under the Forest Investment Program (DGM). Due to time constraints, the Sub-Committee agreed that the CIF Administrative Unit will circulate an update on implementation progress by mail prepared by the MDBs and the co-chairs of the Transitional Committee for the Dedicated Grant Mechanism for Indigenous Peoples and Local Communities under the Forest Investment Program. Report

Lao PDR  - July 3, 2012

 A meeting with CSOs, key development partners, MDB partners (Asian Development Bank, World Bank and the International Finance Corporation) and the government of Lao PDR (Ministry of Home Affairs) was organized to share information on the DGM, initiate the process of the selection of 2 Indigenous Peoples and Local Community representatives to the Global Steering Committee and, reach consensus on the lead MDB for the program. The meeting was chaired by the Ms. Boutsady Khounnouvong, Gender Development Association's Program Coordinator representing local CSOs and co-chaired by the World Bank (Ms. Madhavi M. Pillai, Natural Resource Management Specialist, World Bank Washington D.C). After introductions the Chair opened the meeting by giving a welcome remark and background of the Lao CSOs joining the FIP DGM discussion. She explained that selected CSOs in Lao PDR participated in the FIP DGM since they first joint the regional consultation held in Vientiane by the IUCN in late January 2011. The ADB, WB and IFC also held a number of separate meetings with the local CSOs during the FIP Investment Plan preparation missions to consult and discuss with them about the progress of the DGM development.  They also attended many of the draft FIP Investment Plan consultation organised by the Department of Forestry, MAF. Summary of Discussion | List of Participants | Presentation.
